Leading Russian news agencies and media outlets have agreed on proposals for a draft law on granting news reports the legal status of goods and imposing fines for illegal publishing of copyrighted material.

That’s one approach. And might work in Russia. But doubtful it could be enforced in most other cultures. Change a few words here or there, reverse a sentence, substitute a verb or adjective – all stuff that can be automated, by the way – and how do you prove it is exactly the same product?
